I did answer your question once but since you keep aski ng i will answer it one more time...
Here is your answer... If nobody sells, the shorts don't have to cover and it becomes a stand-off.
With selling and buying the shorts have to compete for the shares they need in an open market.
They buy the same as you and me which constantly drives the price up as they compete for shares.
