wow it takes 4-6 weeks to get certs thats a long time why so long if your broker is supose to be holding them for you.
any way If my guess is right that insiders own 50 bil and there is 20 bil in restricted that would only leave about 7 bil in the open market that there where certs too (if insiders have their certs which imo they do)
i dont know of any of the 10 bil i know of having their certs so if you do email me you have them. but 4 -6 weeks man thats a long time to be in limbo
