Depends on who is doing the reverse split, why it's being done and how big, or better yet, how small it is.

There's a few here that have been holding and/or collecting the PCES shell for years confident that John Pappajohn, when he finally found the right company to move into it, would do the right thing. Looks to me like he has.

Today it trades Ex Dividend, the 1:20 reverse is done with.

New share structure etc is spelled out in the filings.

It's the big reverse splits followed by massive dilution with nothing ever happening with the company as far as doing any real business, especially by companies/officers that are repeat offenders, that you want to watch out for.
