The fact that NWBO is cash constrained does not eliminate other explanations. It may actually make the situation more binary. NWBO has one main path. If it cannot demonstrate credible commercial manufacturing readiness, the MAA may not be approvable or launch may not be viable.

In that situation, expensive preparation may not mean approval is assured. It may mean not preparing is fatal.
