FrostyIsland, Say, NWBO needs $200M for an initial, commercial ramp up. They can "smartly" tranche out the financing to capture higher prices as time goes by.

They can set up an ATM financing. At $5 that's 40M shares or $10 with 20M shares. The key is to sell a small amount of shares daily under an ATM, to take advantage of a squeeze in price but not be a "release valve" for the Shorts. I see that as preferable to pushing out 900M shares all at once.
