The question becomes why was the discussion in a closed-door meeting?  I am leaning more towards they were discussing NWBO's DCVAX-L.  While these CHM minutes often do not divulge a lot unlike FDA's ADcoms, the fact that it was closed-door makes me wonder if the discussion was related to DCVax-L's MAA status and more so the final classification full/conditional and the terms of the Label.  I think those things could be deemed " confidential" and prejudice the commercial interest of NWBO.  You have to wonder why does it explicitly state that information is being withheld under section 43 of the Freedom of Information Act.
