No. It always restarts after a cease fire with the absence of any military. There's currently a cease fire so nothing starts back up until such cease fire ends and becomes hostility. If we had actual troops on the ground then a cease fire wouldn't suffice a restart of the clock. We don't have any troops on the ground...so the 60 day clock would start once again with new hostilities.
