My thoughts ?  Well think of this.  They own a SIM company.  Why own a sim company if you don’t have hardware to put it in.  Would you change your SIM card just to use Vume ?  
I’m thinking they may use the money to purchase access to get into hardware or own some hardware.  
Other than that, they need to hire a big development team, probably create and promote more content through Blue Ollar, probably get some exclusive sports and entertainment contracts….  The former and latter may require some money.   As you said, they also probably can’t access all the 500 mil at once but it looks good on books if they want to acquire things
