It could be multiple CIC suitors are negotiating now to get the asset at a better price, since at higher risk until end of trial and data is reported. Jacobs is confident of outcome based on internal data observations to date, and doesn't need to promote the CIC assets to other potential suitors at this point due to current interest. He also knows no other competitor is likely to have a better CIC so he's quietly waiting for final data release and the expected bidding war among the current suitors, at a much higher price point than current offers.
