Although it would be considered a vote of confidence, ALL financing, including BP partnerships are dilutive. They either dilute the share count or a chunk of future potential revenues. Therefore, dilutive.
The only exception is a complete and total buyout at a higher price. Which is never happening with NWBO IMO
The patents are old and some expired and there is no patent on DCs, just some process patents which are easy to get around with tweaks to the methodology.
