Confirmed/Verified through government sources, INCOFER official press sites does list various rail projects on their own terms not linked to ECOX/WRA. Costa Rica does have active rail infrastructure projects and strategic initiatives run by INCOFER/MOPT that are independently documented.
Not Confirmed/Verified by any Independent Government Sources (as of now). There is no official INCOFER/MOPT press release stating the government formally accepted or approved the ECOX/WRA master plan. No La Gaceta publication evidencing any decree, concession, or government action tied to that plan.. There is also No listing in INCOFER’s official Proyectos Estratégicos (Strategic Projects) that attributes projects to ECOX/WRA. While there is also No independent procurement or contract record in Costa Rica’s public government systems referencing ECOX/WRA.
