I don't know if you are all aware of CO employee law (and I'm guessing many other states), but this is the end of the year, so annual performance reviews and potential promotions are underway. By law, they must post a job, even if it is an internal promotion. The person the promotion is intended for must apply too. That is why they post and disappear so quickly over a three-day period.
