It's not that simple, there is a HUGE difference between CURRENT OS and FULLY DILUTED OS, most notable are unexercised warrants/options ALREADY ISSUED as "sweetners"  from previous offerings as well as those held by insiders. Several people have added these up from the latest 10Q and the total fully diluted OS is already OVER 2 billion shares. Yes that is over 300 million more than shares authorized, which explains why they need 900 million shares. They did a similar practice when they increased aithorized shares to 1.7 billion but already had issued hundreds of millions more shares then shareholders had authorized.
