Speculation: They filed the PRE14A on November 19th, a day before the OHEAG meeting, assuming their application would be reviewed on the 20th (after clearing all the RFIs). Then they waited for the CHM meeting to conclude(27th and 28th), and as soon as they received positive feedback, they filed the DEF14A, but executive compensation items were already included in the PRE14A, so it wasn’t something added at the last minute as I thought. It could be a coincidence, but it’s certainly interesting. I hope your theory proves correct this time and brings good news for all of us.
