Exactly correct.

Foelak screwed up. She came right out and stated that the Enforcement Division proved their case and that DBMM was GUILTY of breaking the filing statutes FOR YEARS. The record is CRYSTAL CLEAR. Previous to DBMM, EVERY other company doing so had their shares REVOKED. MANY other companies made excuses, pled their cases, some even did correct their filing deficiencies. In EVERY CASE, the ALJ ruling these cases (many times FOELAK herself) ruled that the statutes were broken and it was TOO LATE for companies to try to "mea culpa" their way out of trouble.

Yet Foelak came up with her screwed up ruling that somehow, these rules did not apply to DBMM.

SOMETHING is certainly "rotten in Denmark" concerning the way she handled the DBMM case.
