If they're waiting for the EDEN and cleanroom capacity it's because of a joint agreement between the regulators and company to do so. To me it's also an indication that both realize the capacity was inadequate from the tiny cleanrooms and while the regulator approved their use for commercial production, all realized that the EDEN was necessary. I still believe that the UK will allow far more than GBM to be treated regardless of precisely what the label reads.
