I've heard 2 good arguments on this subject as of late.
One is if the shorts thought bad news was coming they would want the price to rise as we close in on decision time so they could short away afterwards.
Makes good sense to me.

The other is they would want to keep the price down so the rocket launch starts at as low of a level as possible.
