Maybe not lying but rather just not explained fully in proper language. Unless a new shelf expansion of shares has occurred this is more like a license plate renewal with a sticker for another year


This was the new shelf.

There are 2 independent actions needed to sell registered shares. One is the authorized limit (using a sharerholder vote to amend the articles of incorporation) and the other is the SEC registration (S-1/2/3, with an S-3 being called a "shelf").

NWBO has just registered for sale an additional $250M worth. The authorized limit will be raised "soon".
