Elementary my dear Watson! Big buyers obviously don’t want to pay more than the sellers who are trading are wanting to push it to when there is no clue about timing for news. On the other end, fear of missing out and regular accumulation at the end of some planned for trading cycles kicks in when some sellers try to get it too low. Risk management during the wait. The target over time has been $.17 as some have pointed to and was seen as doable because of perceived delays to the MAA decision but that barely reached on the daily (I think) then fell apart with the last attempt.
