They're planning to have more costumes by Saturday, and then they'll do it again on Halloween.

And it's pretty clear that arresting people dressed up as frogs or chickens will not make Kristi Noem look good. (Yes, I AM wondering why there aren't any Kristi Kostumes yet.)
