I'm still not 100% convinced that Mayer wasn't simply mocking up a proposal for selling a service to BIEL, which would mean that if BIEL doesn't pay Mayer, nothing will happen between the two companies. But I acknowledge the possibility that Mayer wants to develop his own product using the Shenzhen CICD device.

Would he get that from Kelly or from Shenzhen CICD?

It's all conjecture now, on both sides of the discussion. We'll have to wait and see how this unfolds. If Mayer does something concrete, I hope he does it soon.
