Pulte has said he would like to quickly sell a small chunk of the companies' shares, which could raise tens of billions of dollars for the government

Pulte controls the GSEs. "Selling a chunk of the companies shares" raises money for the GSEs, not the Treasury. Bessent selling a portion of Treasury's shares would raise tens of billions for the government. After SPS is resolved, it's possible that the SPO is from the GSEs or the Treasury, or both.

The difference would be where the proceeds go.
