If you don't 'accept' to get 'paperless statements', then Schwab (or any other brokerage) has to send your Ballot by paper mail. On a couple of Accounts, I deliberately have not 'turned On' "Paperless Statements" with Schwab. I got a 'Paper Vote' for one of my other stockholdings last Wednesday, just before I left town...
I did get "Electronic Voting Ballots' before on stock holdings of companies in my Schwab Accounts that have 'Paperless Accounts' option turned on.
