Based on an 8k Black has a working relations with Starz

Starz openly publicly reported once separated from Lionsgate they were looking for new programing

So is it very possible that Adam Scherr personally told Black that he has agreed in principle to do a series with Crusher Films and gave Black permission to pitch the idea of the series to Starz and Starz showed strong interest?
