I was thinking that was the case, but wanted to be certain. I wonder if the company has tried to stretch this to tumor agnostic, then backed down as the regulator may have demanded, or begun with something less.

What we don't know, and probably never will, is whether substantial anecdotal evidence of a tumor agnostic claim was ever submitted to the regulators.

I don't believe we've ever seen compiled data from compassionate use in the UK, the question is, was it ever supplied to the regulators.
