My guess is that the FDA will want a diversity of drugs in the pilot, since that would support its implicit thesis that this new approach is broadly applicable. The Agency wouldn't get that point across if, say, three of the five candidates were vaccines. (Not to mention how much Kennedy seems to hate vaccines.)
