this claim is not true. If the registrar says "the student hasn't handed us the diploma packet yet" it doesn't mean they've graduated. What if that student dropped out their sophomore yet? They haven't handed in their packet, doesn't mean they're walking across the stage. What if the student failed their final exam? The registrar's office doesn't go to each professor and ask which students passed. All they know is they haven't received the packet yet, for whatever reason.
NICE doesn't ask the MHRA if a product has been internally approved. They simply don't have the evidence submission from NWBO yet. Could be because NWBO is waiting on labeling, sure. Could also be because NWBO is in the middle of another RFI and doesn't want to submit EP until the approval is complete. Could be because they got referred to CHM for rejection and are appealing. All NICE knows is that they don't have the evidence submission.
