Unreasonable analogy.

A university exam is over and done. There is a deadline for when grades are posted.

The MHRA process includes back and forth (RFI), and is thus somewhat open-ended. Very different scenario.

There is nothing about quiet that implies success or failure. It is easily possible that there have been multiple RFI, and that there is an active one awaiting nwbo response. Perfectly reasonable part of the process, and not judging the outcome in any way.
