Is their an END to product being sold??

or is it every few months we learn another step towards the end goal of product being sold.
For example lwlg tried to sell the Goo

it didn't or failed to market it correct way, we also learned about reliability,

obvious question should of been
if you are trying to sell it , shouldn't of It been tested if reliable ,before trying to sell it.
Ok now it's proved reliable, can it been sold now ??? Right now !!!

or do we need a new hurdle to pass, if yes we should be told. This and this has to be done for before someone to buys it, we don't want to hear in few months, oh this is what had to be done ,in order for it to be sold..
Am I clear in my question??
