I'm thinking that Slave1 may be one of the consultants who drove the application and RFI's through the approval process since he knows so much of what is going on. Who else can have this knowledge and understanding of what has transpired over the last 2 years?

If there is any even remote possibility this is true (believe me when I say it is not), he is in violation of his NDA and is an insider sharing material non-public information illegally.

So no, this is not a plausible scenario.
