Legally all they have to do is mention buyback as a plan going forward and if profitable they are legally allowed to execute it. I look for reductions right around the corner and much more than 100 million like the last fiasco. However, the 100 million reduction was never a buyback, just look at the filings. Xavier never should of mentioned the word "substantial" though only to be 100 million. This is why folks don't trust him now and it will have to be rectified!!! Huge mistake on his part, and quite frankly a true elementary mistake, he should have known better!!! OTC is no longer as gullible, takes real driving forces to move now! He knows this! He will come through!!!
