Shorts are debtors. People who took money from others yesterday in the hope of keeping some of it tomorrow. They need to pay interest and pay back their loans.
Investors are people who exchanged their own money today for more money tomorrow. They are creditors and inherently forward looking. The risk profile of a short is very high which is reflected in the height of the interest rate.
