That's a catch 22 . Why would FDA ever say that " they will approve what NWBO has to offer" even before submitting a BLA and them looking at the application. That would be true for any govt agency . They will obviously say that they can only give rulings/recommendations on applications which have been submitted , after reviewing them . So by that logic NW should never apply to FDA.
