My experience with NWBO seems to say the regulators can go off clock any time they wish. The UK regulators are still saying they haven't exceeded their time (150 days) yet it's been a year and a half since their initial submission. At roughly day 120 no RFI had yet been issued, though it was scheduled. Now to still be on time nearly a year would have to be off clock. I believe that they play very loosely with what's on, and what's off clock.
By the way, Fidelity now up to 11.5%. Shorts really have to pay to stay short.
