While the MHRA had the data for nearly 18 months, they have only recently
gotten around to putting a proposed guidance out for input because the
MHRA had to wait until its final decision to approve the MAA was in the bag.

Imagine putting the proposed guidance out much earlier and then encountering
problems that may have greatly delayed or even nixed the MAA.
