"Is it criminal ? Do we see anyone punished for naked short selling in past 5 years ? I wonder."

It's illegal. If practiced, it's criminal. But if the law is never enforced, they have at it. It's said to have taken place here with Fannie and Freddie but I don't recall anyone being arrested.....ever. And, of course, the SEC has been non-existent when it comes to the GSEs.
