I think the delay is due to MHRA self-preservation and the absence of a ready-made framework for what NWBO presented.
That’s not NWBO’s fault it’s MHRA managing optics after the fact.
I personally believe that is why they called upon the scientific community to validate the ECA /RWE framework here
