The referral to CHM is an idea created by a poster that has no supporting evidence. It is founded on the idea that the application has taking a long time to get a ruling. It is a conjecture to explain the long time the application has been in process.

People don't like uncertainty and admitting that they just don't know. Therefore they make up possible explanations. Especially when it creates an opportunity to post negative scenarios about the company.
