Wrong. On the first RFI the clock starts at the next slot. For subsequent RFIs it starts after receipt of the response.

Throw in any additional clock off time for special CHM consideration as noted by you...

That clock stop is specific to the case when the sponsor was sent a CHM Letter stating the MHRA has major objections.

There is just no way around it. Either NWBO received a CHM letter or LP has had the clock in her hand for more time than the MHRA.
