I get your point. However many agencies can not shut down and in the short duration of the shut down I don't see it anywhere the the executive branch can just reopen or shut anything down they want. The executive branch also has to shut down parts of it's administration.

I submit shroomers fear claim of that is debatable. And possibly misguided. IMO.
