I am not sure but I think that it is very difficult to prove the presence of a naked short position generated in the dark pools. The use of different loopholes and the offshoring of the (naked) trades keeps them in the dark thus making them difficult to trace. You can Google it like I did. We have been run by gangsters everywhere or so it seems anyway. Nothing it's safe except bitcoin, where money laundering is "protected".
