Of course it's possible to implement certain other passives (routing waveguides, splitters, couplers, MMIs) on the same PIC, but that's not the same as monolithic integration on Si. Key functions cannot be monolithically integrated on the TFLN PIC itself and need to be done in another fashion, that's the point. That statement is HyperLight marketing speak, which while not wrong, omits the full picture.
