If you mean, "at what point in the review process are negative outcomes determined?", then I think the answer is "at the very end". Companies do withdraw their applications of course - probably at CS2 - but denials seem to come out after both clock stops have passed.

I agree that no clock stops would be positive, but a clock stop and resumption don't result in tea leaves that anyone can read.
