Merck has been expanding production of BCG over the years. Supply has been somewhat tight in the US because Sanifi shutdown US supply years ago.

Further there are many suppliers for the 330M doses BCG supplied to the world. It is the vaccine for TB. Merck is not near the largest. As a drug, Merck is the only US supplier. But Direct does not use it as a drug, it uses it as an ingredient and that can easily be sourced.

Further the idea NWBO can not scrape up the tiny amount needed for a trial is absurd. The reason they want a new supplier is that Merck does not sell BCG in the UK. UK uses a Dutch company for its supply. So the delay is not some Merck led conspiracy, just a vendor issue with the move to the UK.

But whatever.

P.S., the world wide shortage per LP is pure BS. See https://www.unicef.org/supply/reports/bacillus-calmette-gu%C3%A9rin-bcg-supply-and-demand-update
