The initial attack on a fire threatening a residential area is such that everything available is thrown at it, and automatic dispatch of move-up forces occurs. The military does not have fleets of aircraft sitting ready for initial attack on wildfires, as it would interfere with THEIR mission. Different chain of command, but they reinforce contract forces to maintain and escalate as needed and always help when asked. Military transports do not sit around with MAFF units on board, as they have other jobs to do. But when responding, they give it their all.

Hindsight is always wonderful on disasters.

The civilian water infrastructure is not designed to handle what you republicans are demanding of it in your "coulda shoulda woulda" blather. The cost of having such systems everywhere would never be borne by selfish republican greedmeisters. The only one I know of is in San Fransisco, where massive pumps are in place that can charge the hydrant system with seawater in extreme emergencies.

Maybe you could lead the charge in raising the taxes to have one installed in your city.
