Another more available technology for improving the market is using block chain to track individual shares. That would make naked shorting very difficult. We already do a lesser version of tracking by lot tracking for long/short term tax classification.

Fail to delivers would be easily tracked to the offending party and stock borrowing could be verified down to the individual share level. Implementing that would take some significant computing power but compared to AI it wouldn't be a lot.
