Though I agree that the returned shares is a good sign, it doesn't mean that the shorts have been covering. Many institutions/HF's who short have a reserve of borrowed not sold shares in their portfolio for situations they deem might happen in the future. That way they don't have to scramble if they ever need to borrow shares when these situations happens. It could be for selling when a spike happens, selling during a coordinated short attack etc. The return suggest TO ME that they doubt these events will happen near term. JMHO
