You can assume whatever you want. I go by the history of this management. And that tells me everything I need to know. Plus they already pumped/broadcasted it in the last quarterly report, which was a carrot like many others they have dangled in the past. If they had a deal inked with non dilutive cash injection, there was no need to pump it. Just a sign of weakness, but continue to pump.
