They can announce it but I don't think they need permission. I owned one company that did one and I don't recall a vote. Either way it destroyed the stock and it never recovered even though the company did. The shorts have a field day after a RS. I just don't seen anyway they an get this over a buck in time without doing the BB. There is not going to be enough revenue by May to get this over a buck. Just hard to imagine two years in from denner and things have never looked worse.
