There are larger suppliers of BCG. The Serum Institute of India asserts to be the largest in the world. Maybe issues with who is approved where, but that is as a drug for either TB or bladder cancer. In this case it would just be an API in the mfg process so no need of approval as a drug.

Maybe NWBO feels they need to redesign Direct as it had a 0 ORR and that is to be the endpoint of future trials.
